Abstract: This essay critically examines whether there are ethical dimensions to the way that expertise, knowledge claims, and expressions of skepticism intersect on technical matters that influence public policy, especially during times of crisis. It compares two different perspectives on the matter: a philosophical outlook rooted in discourse and virtue ethics and a sociological outlook rooted in the so-called third-wave approach to science studies. The comparison occurs through metaphilosophical analysis and applied claims that clarify how the disciplinary orientations appear to (...) lead to different judgments about matters related to Robert Paarlberg's condemnation of activists who advise African politicians to ban genetically modified food. We argue, contra Joshua Knobe in a companion chapter, that most people have an understanding of free will and responsible agency that is compatible with a naturalistic vision of the human mind. Our argument is supported by results from a new experimental philosophy study showing that most people think free will is consistent with complete and perfect prediction of decisions and actions based on prior activity in the brain (a scenario adapted from Sam Harris who predicts most people will find (...) it inconsistent with free will). We explain why most people are "theory-lite" about the nature of mind and free will--they are not committed to substantive theories of the underlying causal structure of mind, such as Knobe's "transcendence vision". Rather, we suggest a "causal competition principle"--that an agent's actions will be deemed unfree when they are perceived to be fully caused by factors that do not include her reasons. This principle explains why people, including some scientists, perceive neuroscientific explanations as threatening free will when they are described in terms of neural processes fully causing actions to the exclusion of agents' reasons or reasoning processes. Democratic deliberation places the burden of self‐governance on its citizens to provide mutual justifying reasons (Gutmann & Thompson, 1996). This article concerns the limiting effect that group identity has on the efficacy of democratic deliberation for equality in education. Under conditions of a powerful majority, deliberation can be repressive and discriminatory. Issues of white flight and race‐based admissions serve to illustrate the bias of which deliberation is capable when it fails to substantively take group identity into account. As forms (...) of Gilbert's (1994) plural subjects, identity group members holding the group identity can experience agency as the freedom to believe together with members of their group. I argue that attending to how group members acquire group beliefs through trust is a reasonable accommodation of group identity in deliberation. (shrink)

It is my view that one essential difference between persons and other creatures is to be found in the structure of a person's will. Besides wanting and choosing and being moved to do this or that, men may also want to have certain desires and motives. They are capable of wanting to be different, in their preferences and purposes, from what they are. Many animals appear to have the capacity for what I shall call "first-order desires" or "desires of the (...) first order," which are simply desires to do or not to do one thing or another. No animal other than man, however, appears to have the capacity for reflective self-evaluation that is manifested in the formation of second-order desires. (shrink)

In his ecological approach to perception, James Gibson introduced the concept of affordance to refer to the perceived meaning of environmental objects and events. this paper examines the relational and causal character of affordances, as well as the grounds for extending affordances beyond environmental features with transcultural meaning to include those features with culturally-specific meaning. such an extension is seen as warranted once affordances are grounded in an intentional analysis of perception. toward this end, aspects of merleau-ponty's treatment of perception (...) are explored. finally, a resolution of the apparent tension between the relational and perceiver-independent nature of affordances is presented. In modern pluralist societies, political disagreement often reflects moral disagreement, as citizens with conflicting perspectives on fundamental values debate the laws that govern their public life. Any satisfactory theory of democracy must provide a way of dealing with this moral disagreement. A fundamental problem confronting all democratic theorists is to find a morally justifiable way of making binding collective decisions in the face of continuing moral conflict.

'Mass terms', words like water, rice and traffic, have proved very difficult to accommodate in any theory of meaning since, unlike count nouns such as house or dog, they cannot be viewed as part of a logical set and differ in their grammatical properties. In this study, motivated by the need to design a computer program for understanding natural language utterances incorporating mass terms, Harry Bunt provides a thorough analysis of the problem and offers an original and detailed solution. An extension of classical set theory, Ensemble Theory, is defined, and this provides the conceptual basis of a framework for the analysis of natural language meaning which Dr Bunt calls Two-level model-theoretic semantics. The validity of the framework is convincingly demonstrated by the formal analysis of a fragment of English including sentences with quantified and modified mass terms. Between formal propositional knowledge and embodied skill lies ‘interactional expertise’—the ability to converse expertly about a practical skill or expertise, but without being able to practice it, learned through linguistic socialisation among the practitioners. Interactional expertise is exhibited by sociologists of scientific knowledge, by scientists themselves and by a large range of other actors. Attention is drawn to the distinction between the social and the individual embodiment theses: a language does depend on the form of the bodies of its members (...) but an individual within that community can learn the language without the body. The idea has significance for our understanding of colour-blindness, deafness and other abilities and disabilities. They say that love's a word. (shrink)

Having outlined a theory of bullshit and falsehood, Harry G. Frankfurt turns to what lies beyond them: the truth, a concept not as obvious as some might expect. Our culture's devotion to bullshit may seem much stronger than our apparently halfhearted attachment to truth. Some people won't even acknowledge "true" and "false" as meaningful categories, and even those who claim to love truth cause the rest of us to wonder whether they, too, aren't simply full of it. Practically speaking, (...) many of us deploy the truth only when absolutely necessary, often finding alternatives to be more saleable, and yet somehow civilization seems to be muddling along. But where are we headed? Is our fast and easy way with the facts actually crippling us? Or is it "all good"? Really, what's the use of truth, anyway? With the same leavening wit and commonsense wisdom that animates his pathbreaking work On Bullshit, Frankfurt encourages us to take another look at the truth: there may be something there that is perhaps too plain to notice but for which we have a mostly unacknowledged yet deep-seated passion. Should we cognitively alter animals in ways that might change their moral status? There has been some discussion of this question. For example, Chan (2009) and Chan and Harris (2001) consider whether we should radically enhance the cognitive capacities of animals, while Thompson (2008) and Shriver (2009) argue that we should in fact substantially disenhance some animals to protect them from suffering. More controversially, some have countenanced radical and possibly moral status-altering transformations of human persons. ... One question relevant (...) to all of these discussions is whether it is good for a being to have moral status; whether a being’s moral status contributes to its wellbeing or (as I take to be equivalent) has prudential value for that being. Full privatisation of schools would involve states abstaining from providing, funding or regulating schools. I argue that full privatisation would, in most circumstances, worsen social injustice in schooling. I respond to James Tooley's critique of my own arguments for funding and regulation and markets. I argue that even his principle of educational adequacy requires a certain level of state involvement and demonstrate that his arguments against a principle of educational equality fail. I show, furthermore, that he relies on an over-optimistic (...) attitude regarding the operation of markets, which involves a failure to appreciate the diversity of quality in states, and that he misreads the evidence concerning private schooling in some developing countries. Previous assurance-theoretic treatments of testimony have not adequately explained how the transmission of warrant depends specifically on the speaker’s mode of address – making it natural to suspect that the interpersonal element is not epistemic but merely psychological or action-theoretic. I aim to fill that explanatory gap: to specify exactly how a testifier’s assurance can create genuine epistemic warrant. In doing so I explain (a) how the illocutionary norm governing the speech act proscribes not lies but a species of bullshit, (...) in an extension of Harry Frankfurt’s sense, (b) how that norm makes testimony fully second-personal, in Stephen Darwall’s sense, or bipolar, in Michael Thompson’s sense, and (c) how that species of second-personality or bipolarity is more fundamental than the practical species that Darwall and Thompson discuss. One attraction of this new Assurance View of testimony is that it allows us to reconceptualize the natures of normativity and responsibility more generally, viewing the assurance as implicating us in normative relations of recognition, and therefore of justice, that are not yet moralized with reactive attitudes. Initially focused on controlling infectious disease through basic public health programs regulating water, sanitation and food, by 1988 the Institute of Medicine broadly declared that “public health is what we, as a society, do collectively to. assure the conditions for people to be healthy.” Commensurate with this definition, public health practitioners and policymakers today work on ;in enormous range of issues. The 2002 policy agenda of the American (...) Public Health Association reflects positions on genomics’ role in public health; national health and safety standards for child care programs; sodium in Americans’ diets; the health and safety of emergency rescue workers; and war in Central Asia and the Persian Gulf. The resurgence of tuberculosis in the United States is due, in part, to the dismantling of large-scale treatment systems that were a critical part of the disease control effort for the better part of the twentieth century. As the number of cases grows, clinicians, politicians, public health officials and community advocates have grappled with the difficult problem of building systems to care for infected people that are consonant with current knowledge and beliefs about quality care. As an example, the United (...) Hospital Fund’s 1992 report, The Tuberculosis Revival: Individual and Societal Obligations in a Time of AIDS, discussed policies to guarantee adequate treatment that protects patients’ civil rights, needs for special facilities for care of TB patients, and the special problems faced by infected prisoners. Phenomenology and the Cognitive Sciences 3: 125–143) underrates the importance of interactional expertise as an expertise sui generis and that the paper fails to analyse the idea of embodiment sufficiently holistically, misleading treating the ‘body’ as no (...) more than the linear sum of its parts. The use of a reporter gene in transgenic mice indicates that there are many local mutations and large genomic rearrangements per somatic cell that accumulate with age at different rates per organ and without visible effects. Dissociation of the cells for monolayer culture brings out great heterogeneity of size and loss of function among cells that presumably reflect genetic and epigenetic differences among the cells, but are masked in organized tissue. The regulatory power of a mass of contiguous normal cells (...) is expressed in its capacity to normalize the appearance and growth behavior of solitary homophilic neoplastic cells, and to redirect differentiation of solitary heterophilic stem‐like cells. Intimate contact between the interacting cells is required to induce these changes. The normalization of the neoplastic phenotype does not require gap junctional communication between cells, though transdifferentiation might. In this paper, we pick up where Jacobsthal left off by considering the notion of exponentiation obtained by transfinitely iterating natural multiplication instead; we shall denote this.
